What happened

Royal Decree 949/2026 sets mourning for 29–31 October following the railway accident in Toledo. Government and several parties cancel events; Congress cancels its planned Wednesday commemoration.

The extra BOE edition of 28 October sets the period from 00:00 on the 29th to 24:00 on the 31st, with national flags at half-mast on public buildings and naval vessels. Canal Extremadura reports agenda cancellations and the Congress event commemorating victims of Francoism.

Parties did not all take the same decision: El Debate reported PP and Frente Amplio cancelling Wednesday events while Vox retained its planned Santander and Valladolid events.

Votuo analysis

The decree governs mourning and flags, not a blanket ban on political activity or a change to the 29N timetable. Event cancellations are organisers’ decisions. This report does not attribute accident causes or responsibilities that have yet to be established.
