How these figures are calculated
Each promise is counted once. A fulfilled promise scores 1, a partially fulfilled promise 0.5, and all others 0. The index is divided by every promise with a verdict. Evidence coverage requires a verified primary source with a verbatim quote or an update with linked evidence.
