What happened

Colau supports a 10% levy: from a company’s first home and an individual’s fourth where their properties together exceed €800,000. This is an election proposal.

The coalition’s release, published on the 28th and amended on the 29th, provides exemptions for stable affordable rentals, cooperatives, non-profits and certain family circumstances. Colau presented it on Hoy por Hoy.

The coalition links the measure to investment reaching 1% of GDP to expand permanently protected affordable public housing through construction, purchases and renovation. Funding and implementation would require the corresponding legislative and budget decisions.

Votuo analysis

Taxing ownership differs from banning purchases. The proposal adds housing context for Frente Amplio but does not establish answers on rent caps, automatic renewals or purchase bans.
