PP and Vox agree Senate coordination through withdrawals and independent candidates

What happened
The agreement announced on 26 October combines PP withdrawals in Gipuzkoa, Girona and Tarragona with Vox withdrawing separate lists in six provinces and fielding fewer candidates in fourteen others.
Miguel Tellado presented the agreement for PP. Vox would withdraw its own lists in Las Palmas, Santa Cruz de Tenerife, Cádiz, Valencia, Castellón and Balears, with Vox-proposed independents included in PP candidacies. In fourteen other provinces Vox would field one candidate. Island provinces contain several Senate constituencies: six provinces do not mean six equivalent electoral districts.
On 27 October, Jorge Buxadé told RNE that Senate coordination does not itself commit the parties to a joint government after 29N. The agreement also leaves their Congress candidacies separate. The 28 October BOE review confirms no separate PP Senate lists in those three provinces or Vox lists in the six named provinces; this is still publication of submitted candidacies, not proclamation.
