Context and scope
Basque Health Pact, public/private collaboration section, approved and explicitly endorsed by EAJ-PNV on 27 June 2025 (territorial context). PNV endorses the Basque Health Pact, retaining private collaboration where it adds value, prioritising public capacity and capping contracted expenditure at its existing share. It allows inefficient or strategic services to return to public provision, rather than a general reversal of all contracted provision.
