What happened
The Ombudsman confirms the 21 October decision. RTVC/EFE reports that the appeal was premature: this does not decide the merits or restore the affected citizens’ voting rights.
The Ombudsman filed the appeal on 16 October against the interim suspension affecting certain citizens naturalised under the Democratic Memory Act. Following the Constitutional Court’s plenary decision, he expresses respect for the court and concern for citizens who may be unable to vote.
The JEC allows preparation and dispatch of the first CERA mailing on 24–30 October with a warning about possible suspension of electoral rights. Receiving documents does not itself establish that this restriction has been lifted.

Votuo analysis
Judicial proceedings remain open. This is not a final judgment excluding the entire overseas electoral register: the scope depends on the orders and each registration’s circumstances. Voters should consult official electoral-register and consular communications.
