What happened

The National Assembly unanimously approves the list order: Vaquero in Gipuzkoa, Sagastizabal in Bizkaia and Urtaran in Álava. Goia is second in Gipuzkoa.

PNV’s official 17 October statement confirms National Assembly approval of the lists. Maribel Vaquero leads Gipuzkoa, Idoia Sagastizabal Bizkaia and Gorka Urtaran Álava for Congress. Eneko Goia takes second place in Gipuzkoa. Europa Press corroborates the three lead candidates.

The party also approves its proposals in Navarre, while explaining that it will run within Geroa Bai and that the final list depends on negotiations among its members. Approving PNV’s names does not by itself settle that shared candidacy.

Votuo analysis

This advances beyond the initial proposals: the three Basque provinces now have internally approved list orders. Electoral submission and proclamation are still separate stages. The Navarre proposals retain the provisional scope specified by PNV itself.
