What happened
Royal Decree-Law 31/2026 adds temporary incapacity provisions for secondary menopausal disorders and injuries caused by gender-based violence. These changes take effect on 1 December, subject to medical and legal conditions.
Published on 21 October, the decree-law amends the General Social Security Act and other social legislation. The new sick-leave provisions require medical care and inability to work. Injuries caused by gender-based violence must be linked to an assault by a male partner or former partner and have the evidence required by the act.
Final provision four sets different dates: general entry into force on 21 October, effects of changes to care for children with serious illness on 23 October and the new special sick-leave provisions on 1 December. Other provisions take effect on 1 November or 1 January 2027.

Votuo analysis
This is a published legal act, not an election promise. It does not create automatic leave for any symptom or guarantee full salary in these two new cases. Publication alone also does not establish parliamentary ratification.
