What happened

Royal Decree 852/2026 regulates direct grants for 2026 operating costs of foundations and associations working on political and social thought. Allocation uses the 2023 election, not the forthcoming 29 November result.

Published on 23 October, it takes effect on 24 October. Entities must apply and establish the required affiliation; Culture will decide awards. Article 4 sets ceilings linked to parliamentary representation.

Votuo analysis

Publication does not establish that funds have been paid. This is support for affiliated entities’ operating costs, distinct from reimbursement of 29 November campaign expenses.

This is not an open grant for any association or an individual benefit for citizens. The act requires the specified party affiliation and directs funding to beneficiaries’ operating costs. Applying, receiving an award and justifying expenditure are distinct stages of the procedure.
