What happened
Royal Decree 851/2026 provides direct grants to Catalonia, the Basque Country, Navarra, Galicia and Asturias for projects in listed areas. It enters into force on 23 October and does not open an individual benefit application.
Published on 22 October, the act sets grant ceilings totalling €180 million. It covers construction, rehabilitation and acquisition for social or affordable rental, residential land and its development, and rent-default guarantees for young and vulnerable tenants under the specified conditions.
Housing built, rehabilitated or acquired with these funds must retain permanent public protection and its social or affordable rental use. Later award decisions must specify projects, amounts and deadlines; the decree does not establish that money has already been transferred or homes completed.

Votuo analysis
The recipients are regional administrations, and projects are restricted to the declared areas listed in the act. Publication allows comparison of government measures with campaign promises without automatically attributing the measure to every governing party.
