What happened

Royal Decree 847/2026 replaces the 2006 rules and sets daily exposure at 0.01 fibres per cubic centimetre, averaged over eight hours. It includes transitional periods for companies and laboratories.

General entry into force is 24 October. Companies already on the asbestos-risk register have six months to seek renewal. Formal recognition of laboratories for qualitative analysis becomes mandatory six months after publication.

Votuo analysis

This is a published workplace-safety regulation, not an election promise. Its transitional provisions mean that not every new technical requirement starts on the same day.

The regulation concerns prevention of risks in work involving asbestos exposure. Its publication does not itself open a grant scheme for removing asbestos from homes or establish that inspections or removal work have been completed in any particular buildings. Those are separate questions.
